{"id":43386,"date":"2016-10-15T13:12:00","date_gmt":"2016-10-15T17:12:00","guid":{"rendered":"https:\/\/groupeagf.com\/en\/the-network\/uncategorized\/cor-certification-for-agf-rebar"},"modified":"2024-05-07T15:25:21","modified_gmt":"2024-05-07T19:25:21","slug":"cor-certification-for-agf-rebar","status":"publish","type":"post","link":"https:\/\/groupeagf.com\/en\/the-network\/health-and-safety\/cor-certification-for-agf-rebar","title":{"rendered":"COR Certification for AGF \u2013 Rebar"},"content":{"rendered":"<div>\n<p>My name is Tyler Sherwin, and I have been a health and safety advisor with AGF Rebar since I joined the company in March 2016. I am responsible for looking after AGF &ndash; Rebar&#8217;s Ontario divisions. I not only ensure we are in compliance with Ontario&#8217;s regulatory and legislative requirements, but am I also converting the individual health and safety programs at our four locations into one universal program.<\/p>\n<p>One of our biggest and most important goals this year and next is to obtain COR for all four divisions within Ontario. The first of our locations will be AGF Albrecht in Kitchener, Ontario.&nbsp;<\/p>\n<p>What exactly is COR?<\/p>\n<p>The Certificate of Recognition (COR&trade;) program, which began in Alberta more than 20 years ago, is nationally trademarked and endorsed by participating members of the Canadian Federation of Construction Safety Associations (CFCSA). It is aimed at encouraging positive workplace behaviour and practices that lead to improved performance. COR not only lowers our annual WSIB premium rates but, more importantly, it is currently in use across Canada and is a pre-qualification requirement for many contractors. This means that if we want to keep our hard-working employees busy and bid on larger contracts, we will need to be COR certified. No question about it.<\/p>\n<p>To become COR certified, we first had to take a look at our health and safety management system to see if it complied with all 19 elements in the Infrastructure Health &amp; Safety Association&rsquo;s (IHSA) COR audit.&nbsp; As it most certainly did not, we had to rewrite some elements, as well as create others from scratch as they were missing altogether. We developed the necessary elements for our Health &amp; Safety Manual&mdash;from our preventive maintenance program to ensuring our workplace inspections were being done, having a workplace violence and harassment program in place, and everything in between. We then needed to ensure we had the proper documentation to support these elements, including checklists, employee sign-offs and proper training for our workers. As you can imagine, COR is a large undertaking and can take several years to obtain.<\/p>\n<p>To begin, I perform an internal audit to see if our health and safety program meets all of IHSA&#8217;s COR requirements.&nbsp; The audit consists of a combination of reviewing documents, observing the workplace, visiting worksites and interviewing a number of employees at all levels, from placers to administrative staff, all the way up to senior management. In order to pass the audit, we must have 12 months&rsquo; worth of paperwork to prove that our health and safety program has been in place and has met industry standards for the past year.<\/p>\n<p>Once the internal audit has been completed and we have successfully obtained a passing mark of more than 65%, I send the audit report to IHSA, along with all supporting documentation, including incident reports, site inspections, toolbox talks and training records. IHSA examines the report and decides whether it feels AGF &ndash; Rebar Inc. has an adequate health and safety program. It typically sends back a list of corrective actions along with due dates. When the corrective actions are completed, IHSA then issues us a temporary COR certificate.&nbsp;<\/p>\n<p>The next and final step is to have an external auditor from IHSA perform an audit of everything that had been previously done for our internal audit. The auditor will go over the entire health and safety program to ensure everything that was said and documented on the internal audit is accurate. The auditor also visits sites and interviews a number of workers at all levels.&nbsp; It could take weeks to conduct the external audit, depending on how organized our program and documentation is.&nbsp;<\/p>\n<p>In the end, if we receive a passing mark, we are granted the COR certificate AND all the benefits that go along with it. This certificate is valid for three years, provided an internal audit is conducted annually and the health and safety program continues to perform as it did at the time of the external audit. This means that, in order to keep our COR certificate, keep our WSIB premiums down and continue to be able to bid on big projects, we must repeat the COR application and have an external audit conducted every three years.<\/p>\n<p>Certificaci&oacute;n COR para AGF-Rebar<\/p>\n<p>Mi nombre es Tyler Sherwin y he sido Asesor de Salud y Seguridad en AGF-Rebar desde que me un&iacute; a la empresa en marzo de 2016. La primera de nuestras ubicaciones ser&aacute; AGF Albrecht en Kitchener, Ontario.<\/p>\n<h2><img decoding=\"async\" alt=\"\" src=\"https:\/\/groupeagf.com\/wp-content\/uploads\/2024\/05\/Ligne_bleue_separation_version_e-1943.jpg\" style=\"height:67px; width:402px\" title=\"\"><\/h2>\n<h2><strong>As&iacute; que, &iquest;qu&eacute; es COR?<\/strong><\/h2>\n<p>El programa Certificado de Reconocimiento (COR&trade;, por sus siglas en ingl&eacute;s) empez&oacute; en Alberta hace m&aacute;s de veinte a&ntilde;os y es una marca registrada nacionalmente, respaldada por los miembros participantes de la Federaci&oacute;n Canadiense de Asociaciones de la Seguridad en la Construcci&oacute;n (CFCSA, por sus siglas en ingl&eacute;s). El COR tiene como fin impulsar un comportamiento positivo en el lugar de trabajo y pr&aacute;cticas que lleven a un desempe&ntilde;o mejorado. El COR disminuye nuestro tipo de cotizaci&oacute;n anual para el Consejo de Seguridad Profesional y Seguro contra Accidentes Ocupacionales (WSIB, por sus siglas en ingl&eacute;s), pero lo que es m&aacute;s importante, es que actualmente est&aacute; siendo utilizado en todo Canad&aacute; como un prerrequisito para muchos contratistas, lo que significa que si queremos mantener ocupados a nuestros empleados que trabajan arduamente y ofrecer nuestros servicios para contratos de mayor envergadura, necesitamos contar con la certificaci&oacute;n COR. Es indiscutible.<\/p>\n<p>Para obtener la certificaci&oacute;n COR, primero tenemos que examinar nuestro Sistema de Gesti&oacute;n de Salud y Seguridad para ver si cumple con los diecinueve elementos de la Auditor&iacute;a COR de la Asociaci&oacute;n de Infraestructura de Salud y Seguridad (IHSA, por sus siglas en ingl&eacute;s). Como definitivamente no lo hace, tenemos que reescribir ciertos elementos y tambi&eacute;n generar varios desde cero, ya que algunos simplemente no existen. Una vez que desarrollamos los elementos necesarios para nuestro Manual de Salud y Seguridad &mdash;desde nuestro Programa de Mantenimiento Preventivo, hasta asegurarnos de que nuestras inspecciones en el lugar de trabajo estaban siendo realizadas, implantar un Programa contra la Violencia y el Acoso en el trabajo y todo lo intermedio&mdash;, necesitamos asegurarnos de que contamos con la documentaci&oacute;n adecuada para apoyar estos elementos, como listas de verificaci&oacute;n, firmas de los empleados, capacitaci&oacute;n adecuada, etc. Como puede imaginar, la certificaci&oacute;n COR es un proyecto grande por decir lo menos y puede tomar muchos a&ntilde;os obtenerla.<\/p>\n<p>Antes que nada, tengo que realizar una auditor&iacute;a interna para ver si nuestro Programa de Salud y Seguridad cumple en efecto con todos los requisitos de la IHSA para el COR. La auditor&iacute;a consiste de una combinaci&oacute;n de revisar documentos, observar el lugar de trabajo, visitar las obras, entrevistar a varios empleados de todos los niveles desde colocadores y la administraci&oacute;n, hasta la alta gerencia. Para poder pasar la auditor&iacute;a, necesitamos tener doce meses de documentaci&oacute;n acumulada para probar que el Programa de Salud y Seguridad ha sido puesto en pr&aacute;ctica y ha cumplido con los est&aacute;ndares de la industria durante el a&ntilde;o pasado.<\/p>\n<p>Una vez que la auditor&iacute;a interna se complete y que pasemos con una nota de m&aacute;s de 65%, enviar&eacute; la auditor&iacute;a a IHSA junto con toda la documentaci&oacute;n de apoyo que se necesita incluyendo informes de incidentes, inspecciones de los sitios, pl&aacute;ticas de seguridad, registros de capacitaci&oacute;n, etc. En este momento la IHSA revisar&aacute; la auditor&iacute;a interna y determinar&aacute; si creen que AGF-Rebar&nbsp;Inc. cuenta con un Programa de Salud y Seguridad conveniente. Normalmente tambi&eacute;n enviar&aacute;n una lista de acciones correctivas con fechas l&iacute;mite asignadas. Cuando se completen las acciones correctivas, la IHSA nos otorgar&aacute; un certificado COR temporal.<\/p>\n<p>La siguiente y &uacute;ltima etapa es que un auditor externo de la IHSA realice una auditor&iacute;a externa de todo lo que se realiz&oacute; previamente para nuestra auditor&iacute;a interna. El auditor revisar&aacute; completamente el Programa de Salud y Seguridad para asegurarse de que todo lo que se dijo y document&oacute; en la auditor&iacute;a interna es efectivamente exacto. El auditor tambi&eacute;n visitar&aacute; los sitios de las obras y entrevistar&aacute; a varios trabajadores de todos los niveles. El auditor puede pasar semanas realizando la auditor&iacute;a externa dependiendo de qu&eacute; tan organizado est&eacute;n nuestro programa y la documentaci&oacute;n.<\/p>\n<p>Finalmente, si somos lo suficientemente afortunados para recibir una nota aprobatoria nos otorgan el certificado COR y todos los beneficios que con &eacute;l vienen. Este certificado es v&aacute;lido por tres a&ntilde;os siempre y cuando la auditor&iacute;a interna se realice anualmente y el Programa de Salud y Seguridad contin&uacute;e teniendo &eacute;xito como lo hizo durante la auditor&iacute;a externa.
